Holmes will reunite with former defensive coordinator Patrick Graham, who coached him during his first two NFL seasons with the New York Giants in 2020 and 2021.
Originally drafted by the Giants in the fourth round of the 2020 NFL Draft after three seasons at UCLA, Holmes was most active under Graham, starting nine games out of 23 appearances in his first two seasons. However, since Graham’s departure, Holmes has seen limited starts—only two over the past two seasons despite appearing in 31 games. Last season, Holmes had one of his best performances, recording two interceptions, allowing just 12 receptions for 152 yards, and holding opposing quarterbacks to a passer rating of 64.8.

Holmes is expected to rotate in behind Jack Jones and Jakorian Bennett but could compete for starting reps if either player struggles. His familiarity with Graham’s system and ability to play both outside and in the slot make him a strong candidate for increased playing time.
Though not a headline-grabbing acquisition, Holmes brings valuable experience and versatility to a Raiders’ defensive backfield in need of reliable depth, with the potential to step into a starting role as the season unfolds.
