The Las Vegas Raiders could emerge as one of the NFL’s biggest sleeper teams in 2025, depending on how the offseason unfolds. With new head coach Pete Carroll, a consistent winner, and a roster with strong talent, the team is in a good position.
However, significant upgrades are needed at wide receiver and quarterback. Fortunately, there’s potential for the Raiders to make major improvements at both positions.

Pro Football Focus’s Mason Cameron outlined an ideal scenario for the Raiders, which would involve signing Cincinnati Bengals wide receiver Tee Higgins and drafting Miami quarterback Cam Ward.
With $92 million in cap space, general manager John Spytek has the financial flexibility to make a big splash in free agency, and signing a top-tier free agent like Higgins would be a strong move.

If Higgins avoids the franchise tag, the Raiders would have the means to secure him and still have enough cap space to build around their new No. 1 wide receiver.
While it’s unlikely that a top quarterback would fall to the Raiders at the sixth pick, there’s still a chance they could land one if they move up or if one of the top prospects unexpectedly becomes available. Adding both Higgins and Ward could put the Raiders in playoff contention next season.
